Add TLS support for Teltonika:
- The certificate on the device needs to be the root certificate of the one installed in the Windows Certificate Manager that matches the server domain name and is used in IIS for HTTPS.

- Introducing "Guide" accessible from the top right corner light bulb icon. Guide will allow users to quickly set up a Tracker, Simulator or a new Speeding event rule.
- Introducing the "Speeding event rule" shortcut. The feature aims to simplify the process of creating speeding event rules for inexperienced users managing a fleet. The project implementation revolves around a straightforward and intuitive interface that guides users through the configuration steps using a simple wizard. An interactive guide leading users through the rule configuration process simply and understandably.
- Improved handling of commands to device
- SiteAdmin -> Diagnostic -> Terminal -> Queue has been split into "Device Commands" and "System Tasks"
- Data sent directly from Terminal will now be logged for auditing
- Changed behavior of the "Queueable" command. A queueable command will be queued for 48 hours by default but can be configured from 1 minute to 72 hours. A queued command will be delivered to the device when it connects if it was offline when sending it. Previously it was based on a timer and not on the device connection state.
- Queueable is now the default setting when creating new commands.
- Internet is the default transport when creating new commands.
- Empty first step command is now removed since the new default behavior achieves the same behavior.
- Available transports has been changed to Internet, SMS and IDP (ORBCOM). A command will be delivered regardless if the device is connected via udp or tcp when Internet is selected. - Simplified language install/management for the following languages:
